關閉ATP…台鐵11年前就曾害5命

台鐵普悠瑪昨（21）日發生嚴重翻覆意外，造成18人死亡、187人受傷，為台鐵近年來最慘重的事故之一，肇事原因疑似是列車超速所致，因此外界現在懷疑列車的自動防護系統（ATP）可能遭人為關閉才會釀禍。其實2007年時台鐵就曾發生過駕駛關閉ATP，導致電氣機車頭失速撞上區間車，害死5條人命的悲劇。

事實上，11年前就曾有駕駛因為關閉ATP系統，導致發生嚴重事故的事件。據悉，當時一輛電氣機車頭駕駛正在做測試，不過因為ATP系統故障，對測試造成困擾，因此他擅自將系統關閉，之後還在限速75公里的軌道上，以時速90公里的速度前進，甚至在視線不良或誤判號誌的情形下「冒進」，最後導致在頭城鎮大里站煞車不及，不慎撞上一輛等待自強號通過的區間車，造成乘客5人死亡、17人輕重傷。（編輯：朱祖儀）

依據疾病管制署資料顯示，目前輕症疫情持續上升中，腸病毒疫情即將進入高峰期，彰化縣衛生局今天上午舉辦「洗手五絕招，腸病毒不來擾」記者會，彰化縣衛生局長葉彥伯與史丹福幼兒園的小朋友們一同宣導洗手五絕招，除了確實做到「正確洗手5絕招：濕、搓、沖、捧、擦」，同時要把握「洗手5時機：吃東西前、跟小寶寶玩前、擤鼻涕後、上廁所後以及看病前後」，透過時時刻刻勤洗手，守護自己也守護他人的健康。
縣府衛生局長葉彥伯表示，往年腸病毒疫情大約是在4月開始上升，最高峰在6月的時候，但去年4-6月反而是有一波流感的流行，腸病毒大約是在6月才有一波的小流行，今年從現在開始腸病毒有一波微幅上升的趨勢，衛生局將會持續監控腸病毒疫情，做好防治工作。他提醒，除了小朋友勤洗手之外，家長也要記得一起洗手，最好是外出回家時將衣服先換掉，尤其在腸病毒流行期，減少將腸病毒帶回家的機會，小朋友萬一感染到腸病毒時，須特別注意前三天會不會有出現重症前兆，如嗜睡、嘔吐、抽搐、心跳加快等，必須趕快到大型醫院就醫，腸病毒重症小組將會立刻做處理，也希望家長要多提高警覺。
彰化縣衛生局呼籲，由於腸病毒傳染力極強，部分患者感染腸病毒後僅有類似感冒的輕微症狀，不易察覺及預防而成為潛在傳染源，提醒民眾工作返家務必先更衣、洗手後再抱小孩，如帶家中幼童外出，幼童返家或進食前亦需確實洗手，以降低感染風險。
